Does the ring of air elemental command allow unlimited flying ability? There is no usage limitation ex once per week.
The only limitation is the duration might be as a 12th level magic user as rings work at this level for duration and effect. How would this work in a game?
Would someone simply land and then be able to take off again after 12 turns? Would one keep flying as long as they choose?

Can't really say what the BTB solution is, as none is explicitly given. Without explicit usage/duration stated, I could see using a fly spell as cast at 12th level based on the general ring description - personally I read it (and invisibility in this case) as 'at will' (but I would not argue that that is BTB)

I think it does imply the ring can be used at will but do you think this makes the ring too powerful? I am toying with the idea that at 12th level a MU has 4 3rd level spells. Maybe this would limit the rings fly to 4 times a day.

Personally I do not think that this makes the ring too powerful - due to the fact that it is one of the most powerful rings in the game! Tangentially, I noticed recently that there is no such thing as a "ring of flying" except for the chance of having a flying ability bestowed by a ring of contrariness. If I did consider at-will to be too much though, I'd probably treat it as flying is listed in the artifact power tables (don't have the DMG in front of me right now)

That sounds like a good solution (at least its based on something in the DMG). While its powerful, its really not that helpful inside a dungeon (unless you have some high ceilings) its other powers seem more beneficial (espl. combined with flying).

I just happened to have the DMG handy so I decided to look this up. Since frequencies of use are listed for many of the powers but not Flying, I think that's a pretty clear indication that the ring is intended to functions as, effectively, a Permanent Fly spell. The only limitation is that only one power can be in use at a time, so if the wearer wants to use a Gust of Wind, Wall of Force, Control Winds, or Invisibility he can't do that and Fly at the same time. There's a reason why this is described as one of the most powerful rings!
