Keep in mind, the items in question are the result of patches that have been removed from the magic item proper, and brought into existence by transformation or conjuration (however you choose to play it). It's really a DM's call, in my view. I would take into consideration the level of Wizard necessary to create the robe, but would allow a 'dispel magic' of appropriate strength to either cause the removed item to turn back into a worthless patch of cloth, or simply dispel it.
EDIT: The removed items are, without question, brought into existence by magic. That's the key issue to be considered for me.

I had thought there was a 1 round/turn duration of inoperability, but forgot to check the DMG. Thanks Jim

robe of useful items, but removing a patch occasions a roll on the
wand of wonder table instead.
