I find it to be a very potent attack spell for mid+ level clerics. Sending away a foe without a save (albiet requiring a to hit roll) is very effective sometimes.

Sometimes powerful foes with low saving throws have a poor AC, cause fear can exploit this as few other 1e spells can. I'd rate the spell A+

No save, armour is counted.

I'll take the 20th level fighter EVERY TIME, as he needs about a 1 to hit AC 0, and will strike first every round, due to his multiple attack routines.

Even if the cleric survives the first blow, he at best has a 50/50 chance of hitting AC10 and delivering the spell. When you add in possible DEX bonuses it gets better fighter, and if you add in any bonuses due to magic armor, it's even less of a chance for our poor, soon-to-be-an-ex-Acolyte.
