Can a spell caster thats had a light spell cast on his eyes still cast spells. This came up in a game tonight I was DMing (the bad guys high level cleric got a light spell cast in his eyes). I ended up allowing him to CLW and attempt a few offensive spells at a high + to save for the PCs. Somehow this hasn't come up before.

I once had a friend shine a spotlight in my eyes and it was extremely uncomfortable. I was OK... but it was quite traumatic. Going on that I'd say no spells.

A character with a light spell cast on his eyes is blinded but not otherwise incapacitated, so he would suffer normal effects of blindness.

I do believe you're correct. I just went with my gut there. I would say its onset would disrupt a caster's concentration tho', surely?

You mean that if someone is in mid-spell when they get hit by the Light spell that spell is interrupted? Sure, seems reasonable to me. I'm pretty sure we've always done it that way.

If you've ever had a powerful light hit you in the eyes (one of those 20,000 candle power babies people use for illegal hunting, or a cop lights up an entire building) you'll really react in almost pain, and will throw your arms in front of your face instinctively (when we were in highschool we messed around with these a bunch).
So I'd def. say it would mess up a spell already being cast. Otherwise, I suspect this is something a cleric would practise for (a first level spell afterall). So after the initial round I'd allow them to cast spells.

I certainly agree with this, the light spell can be devastating.

Axe, now I don't know you that well so please forgive me for asking, but were you being impartial in your judgement? I only ask because it was a high level cleric bad guy and maybe you didn't want him getting ass kicked by a light spell? How anti-climatic is that, right? Anyway, I'm really just curious what influenced your decision to make that call.
