Yup, in the DMG, there are three slightly different treatment of what magic items a NPC (or party has). But nothing on wealth.

There seems to be no BTB method for what you seek, so you should ignore any smartass responses and just make up a method that gives a reasonable estimate.
(Just to throw one out, try rolling for starting gold and then adding twice the previous amount for each level gained. That seems to produce nice enough numbers, with a range of both poor and rich.)
