I would say once your PC is at a level where you are confident that you won't make any unfortunate decisions resulting in you having to generate a new character and throw out your PCR. :P

I used to love these things back when I was a kid. However, as I've matured to a point where I fully embrace the "old school" style of game-play, I feel that the PCR was an early herald of the "new school" philosophy of character permanence, fostering a sense of "immunity to PC death" in players... if that makes any sense.

So my real answer to your question is: NEVER!
"I, Satampra Zeiros of Uzuldaroum, shall write with my left hand, since I have no longer any other, the tale of everything that befell Tirouv Ompallios and myself in the shrine of the god Tsathoggua..."

When you'd make him part of your PC hall of fame after he died
