Thats what I remember as well, and not just for monks. It helps with that feeling of being left out for those odd ball classes. I'm a fan of making some magic usable by all classes. Why not? Really anything goes in 1E as long as its not really stupid (which is a matter of taste of course). Variation is key to keeping the game unpredictable and fun.
