True enough.

Except by the time the PC's are generally in a position to encounter mummies (let alone larger and tougher slow moving monsters) ; I would fully expect them to own magic armor - which allows the wearer to move more quickly in ( 9" instead of 6" for magic plate mail for instance).

Indeed - in most games I have played and DM'ed in magic armor seems commonly encountered after about 5th level or thereabouts... and by 7th level anyone with non-magic armor seems a rarity.

It is also the matter of but a moment to drop the large sack of treasure you are toting over your shoulder and run like the wind; should circumstances demand it (Ie- encountering a mummy or golem; for instance.)

Since AD&D doesnt really use "phased movement"(simultaneous movement) ... there is an awful lot left up to the individual DM's discretion. Is he wrong to base whether the mummy would get to attack the character on initiative ? "BtB" perhaps not.
