I figure it's the cost of doing business as being a demi-human PC: all of those long-lived multi-class demi-human races advance more slowly in level and power because so many of them are, in fact, multi-classed. In my mind, this rule ties in closely with demi-human level-limits as well, and also helps partially to explain/justify the implied humanocentrism of the core D&D rules (as well as of Greyhawk): humans don't multi-class, therefore they're always putting their XP toward advancing most-efficiently/quickly in their single, focused class/career. (Also part of that whole "candle burning brightest, but for a shorter amount of time" schtick for the shorter-lived races; that doesn't help half-orcs much though ).

Those are all very good reasons, and logical (not to mention the long life aspect, when you feel you have forever to learn something whats the rush). Of course, they don't do anything for my power gaming instincts. I just roled up a multi-class PC and I'm already dreading it.

F/MU could only be

6*/9 if a halfling
7*/9 if an elf
8*/9 if a half elf
8*/8* if a half orc

only if you dont count UA as BTB.
With UA the level limits are quite a bit more favorable to demihumans with high stats.

Using UA Errata you could also be a half elf Druid 11/Ranger 9

Quite a bit more powerful than a fighter 10 IMO
