If character A surprises others on a 1-4 in d6 but character B is only surprised on a 1in6. How do you determine surprise?

You can do it a bunch of ways, but the fairest is probably to reduce the chance to 3-in-6 [i.e. by one step] unless there is some special reason that the 1-in-6 overrules other surprise factors.

That's what I thought as well.

3-in-6 is BTB per the DMG
