I've had characters just use magic swords and daggers without "wasting" an identify spell on them...

My problem with cursed items is who is making so many that PCs would ever find more than one. How often do you find 'The Walkman Timebomb' or the 'reverse fire gun' after all? They don't exist except as novelties or maybe assassin tools. Wasting magic to make a Backbiter that is only likely to kill some nobody (a higher level character will take the bite and throw it away the first time) seems like a very odd thing for a wizard to do, even a chaotic evil one.

Evil gods, demons, and devils might also be responsible for cursed items. It seems like something they'd do, doesn't it?
