I don't see what the original post has to do with politics: it's more along the lines of cosmology.

(There is an article called the Politics of Hell, in Best of Dragon II, though, if you're interested, though it's not BTB).

Anyway, to note:

LE characters become lemures
NE characters become larvae
CE characters become manes

Also, the DDG reworks many of the most powerful Demons & Devils into Lesser Gods, hence able to grant 6th level spells.

Sacrifices are left up to the DM on how they work (they're mentioned in Appendix III of the DDG).
Although not BTB, there is an article about Sacrifices in Dragon magazine...
