Opinion on shocking grasp use

Would you allow a MU to cast this spell on a body of water (lets say he's in a boat) to fry those in the water (rather then having to hit the creature). Also, what area do you think it would effect (a few feet, 5 feet)? I've always allowed those in the water to be effected with an automatic hit (if he's able to reach the water and is close enough to the target(s) so a few feet from where the hand touches the surface of the water. Your opinion?

I'd rule this to follow the spirit of the changes for lightning bolt in an underwater environ (DMG p 57). So, in your example of discharging the spell from a boat at the water's surface, I'd probably allow this to affect a 10' diameter hemisphere 5' deep at its center (deepest point). If discharged fully underwater, I'd probably go with a 5' radius spherical effect (which might affect the caster too, come to think of it....). (And no, I have no idea if those are comparable in area of effect or not ).

Nah, I'd rule not enough differential in all that water.

I would let it still work in the water but it is only going to affect one enemy. Whoever is closest and if no one is within 10' then no effect.

I agree with this approach, but I'd be more inclined to use burning hands as inspiration for the affected area. (Maybe even for damage too. But only maybe.)

I'm with Alan, though I think given the relative power of the spell, nor more than a 3-1/3 foot radius.

I would allow an area of effect. Have a look at electric eels on youtube. That's probably the principle I'd go by...
