I agree with this.
I lean towards a flat modifier. The implication in Classic D&D and Swords and Spells might be that lower modifiers which represent attrition/fatigue are meant to affect the purposes of lower level/non-heroic PCs (1st - 3rd lvl.) but not heroic figures. Matt, I believe that the ruling concerning the 'hero-1' figure in Swords and Spells could be a reiternation of this concept.
