Is there any country in Europe (or the world for that matter) giving out drugs in a way that P&P suggested? It would be interesting to see the results of such an experiment.

I believe Switzerland does something fairly similar (or at least did in the 80s-90s).

There's no arguing that hard drugs are wildly destructive, but there has to be a better way of combatting thier effects than imprisioning users.
