Yes, that's true, and he reported on his forums that they had basically come to an agreement but it still had to be finalized. He wanted to buy back the rights to both City of Brass and Garden of the Plantmaster.

I'm pretty certain that everything they release is mandated by WoTC to have so much of the 'parody' element. I don't think they could just start releasing ADnD material with whatever agreement they have with WoTC.

No, original stuff (like Slaughterhouse Indigo or Sir Robilar's City of Brass) need not be parody. But the folks at K&C like parody so even some of their original stuff has some element of it.
