Yes, that's true, and he reported on his forums that they had basically come to an agreement but it still had to be finalized. I'm pretty certain that everything they release is mandated by WoTC to have so much of the 'parody' element. No, original stuff (like Slaughterhouse Indigo or Sir Robilar's City of Brass) need not be parody.
