Anyone ever ask EGG why he stopped the ability of low level MUs from making scrolls? That was a great money suck .

In BTB original D&D, you need to be an 11th level MU to create magic items, including scrolls. Men & Magic says "Wizards and above may manufacture for their own use (or for sale) such items as potions, scrolls, and just about anything else magical."

You may be thinking of the Holmes blue book rule which says "Magic users may make a scroll of a spell they already "know" (i.e. have in their magic book) at a cost of 100 gold pieces and 1 week's work for each spell of the first level, 200 gold pieces and 2 weeks for a second level spell (if the magic-user is third level), etc."

So the answer to your question is probably that EGG didn't stop allowing low level MUs from creating scrolls in the switch from original D&D to AD&D. His original D&D rules and the AD&D rules both require a high level MU. The ability of low level MUs to create scroll was introduced by Holmes, not EGG.

The PHB errata shows that MUs were supposed to be able to start to scribe scrolls and brew potions at 7th level: see https://www.acaeum.com/library/errata_phb.html

The Magic‑user, fifth paragraph, first sentence should be changed to read, "When a magic‑user attains 7th level (Enchanter) or higher, he or she may scribe magic scrolls and concoct potions, and upon achieving 12th level (Wizard) or higher may attempt to enchant items."

That said, I didn't know about the errata for many, many years after they were published, and I'm sure that's the case for many other folks too.
