What commands a high PHB price?

There is a PHB that has a current price of $300.

https://rover.ebay.com/rover/0/0/0?mpre ... 2859957407

It looks to be in great condition.

So why is this one so high? I do think it's odd that the seller has no feedback.

Has to be fake bidders.

Two bidders who were both bluffing (i.e. bid arbitrarily high to be sure of winning, knowing you’ll only have to actually pay $1 than the second-highest bid) and one of them got called.

Figured it might be, but I also wasn't sure if maybe there was a particularly rare print out there that I was not aware of.

SMH.
That's off-the-chain-crazy.
Look, even if it were minty-new, it shouldn't be going for that much.
Such is the lunacy of Ebay.
Rest assured there will be a PNW IT guy with deep pockets who'd love to get his fingers on that one. He can have it, as far as I'm concerned. Phewy.
